fighting gerrymandering with h.r.1

 

 H.R.1, the For the People Act, will take a big step forward in ending gerrymandering by implementing the following laws:

  • Independent Redistricting Commissions, consisting of 15 members (5 from each political party), will be used to ensure that all parties are equally represented when drawing district lines.

  • Partisan gerrymandering would be federally banned under statutory law. This would allow voters to challenge gerrymandered maps, even as early as 2021.

  • Rules and guidelines for drawing maps would be made the same across the country. This means that all map drawers would be required to avoid unnecessary divisions, therefore setting up protections for communities of color. Additionally, all map drawers would be required to send a written report explaining the proposed map.

  • All proposed maps would be posted publicly online, allowing the public to review and provide feedback versus the previous practice of drawing maps and approving them without public knowledge.

  • The process for reviewing redistricting cases in the courts would be exceptionally expedited. Currently, redistricting cases can be pushed back two or three election cycles, which has allowed aggressive gerrymanderers to reap the benefits before the courts get a chance to stop it.
